Position Overview

The Town Manager serves as the chief administrative officer of the Town, responsible for the effective management and coordination of all municipal operations and services. This position provides leadership, direction, and oversight to the Town’s departments, with specific responsibility for Public Works – including Maintenance, Street Department, Water Treatment Plant, and Waste Management operations. The Town Manager ensures that all functions are performed efficiently, safely, and in compliance with applicable laws, regulations, and policies while advancing the Town Council’s goals and priorities.

Key Responsibilities

General Administration

  • Implements policies, resolutions, and directives adopted by the Town Council.
  • Oversees daily municipal operations, staff supervision, budgeting, and project management.
  • Develops and administers the Town’s annual operating and capital improvement budgets.
  • Advises the Council on policy matters, infrastructure needs and community development initiatives.
  • Ensures compliance with local, state, and federal regulations.

Public Works and Maintenance

  • Oversees the planning, scheduling, and execution of maintenance for town facilities, parks, streets, and infrastructure.
  • Coordinates repair, maintenance, and improvement projects to ensure safety and efficiency.
  • Supervises the Street Department in road repair, snow removal, drainage maintenance, signage, and right-of-way management.

Water Treatment and Utilities

  • Provides oversight of the Town’s water treatment plant operations, ensuring compliance with all health and environmental standards.
  • Works with plant operators to maintain water quality, production efficiency, and system reliability.
  • Oversees maintenance and upgrades to the water distribution system, pumps, and storage facilities.

Waste Management

  • Supervises the Town’s solid waste collections, recycling, and disposal operations.
  • Ensures that waste management services meet community needs and comply with environmental regulations.
  • Identifies opportunities for operational improvements, cost savings, and sustainability initiatives.

Personnel Management

  • Recruits, trains, evaluates, and manages departmental staff and supervisors.
  • Fosters a professional and collaborative workplace culture emphasizing accountability, safety, and public service.
  • Enforces employee policies, safety procedures, and operational standards.

Community and Intergovernmental Relations

  • Acts as a liaison between the Town, residents, contractors, and state/federal agencies.
  • Represents the Town in meetings, conferences, and public events as requested.
  • Communicates effectively with citizens regarding projects, services, and municipal concerns.

Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Civil Engineering, or a related field
  • Minimum of 5 years of progressively responsible municipal management or public works experience.
  • Knowledge of public utilities, water treatment operations, street maintenance, and environmental regulations.
  • Strong leadership, budgeting, and personnel management skills.
  • Excellent communication and problem-solving abilities.
  • Ability to work effectively with elected officials, employees, and the public.

Working Conditions

  • Primarily office-based with regular site visits to public works, water, and waste facilities.
  • May require evening or weekend attendance at council meetings or community events.
  • Occasional exposure to outdoor weather conditions and industrial environments.
